No. Rockstar describes GTA 6 as a single-player experience, and both console stores list it as single player. No GTA Online for GTA 6 has been announced for November 19.
"Debunked" here means the idea of an online mode on day one is contradicted by Rockstar and both stores. It does not mean GTA 6 will never get an online mode. See our entry on multiplayer for what has been said about later, including the Twitch CEO's claim of 2027.
The PlayStation Store lists offline play as enabled, so once the game is downloaded you should be able to play the story without a connection. You will still need to be online to download the game and its updates.
