Rockstar lists the two shops under "Special Destinations Only Open for Business with the Ultimate Edition". That wording tells you those specific shops are locked, but not whether the Standard Edition has a mod shop of its own. Our take: a basic mod shop for everyone is likely, since the series has always had one, but we haven't seen it confirmed.
Customization also ties into car theft. The WAINK phone app shows a parked car's value and the cost of registering it as your personal vehicle, and you can own several personal vehicles and keep them at your safehouse.
The Ultimate Edition Upgrade can be bought later, so you can decide after launch.
