Probably not. YouTuber TGG, who saw the game at Rockstar North, reports that Rockstar said safehouses can't be bought because Jason and Lucia are fugitives; Rockstar has not said this itself. You can own garages, though: two come with the pre-order bonus and the Ultimate Edition.
The status reflects the "probably not" answer: it rests on one preview attendee's account, repeated by a fan site, not on anything Rockstar has published.
What Rockstar has confirmed points the same way. Jason and Lucia share a safehouse, other people come and go, and you can keep personal vehicles there. Garages are a different story: Rockstar sells them as part of the game's bonus packs. The Ultimate Edition's Paradise Garage in Watson Bay comes with a weapon locker and a place to stash stolen goods for the fence.
Buying businesses is a separate unknown. GTABase says Rockstar has not answered whether businesses can be bought in the story.
